Abstract
IN THIS REPORT
In this study Government Insights examines the competitive landscape in the
Western European government sector. The analysis includes a description of the
strategic approach that the largest IT vendors are formulating to satisfy the
needs of government organizations.
Vendors included in this study are those that currently have hardware,
software, and IT services offerings for the Western European government sector
and derive a significant amount of revenues from the vertical: Accenture,
Capgemini, Cisco, CSC, Dell, EDS, EMC, Fujitsu Services, HP, IBM, Microsoft,
Oracle, SAP, Siemens IT Solutions and Services, Sun Microsystems, and
T-Systems. For each of them the study provides a brief introduction on the
overall business, a description of offerings for the government sector, and
the go-tomarket strategy.
Methodology
This is not meant to be an exhaustive view of all vendors providing ICT
products and services to the government sector in every country, nor should
revenues be read as market shares of the vendors in the government sector, but
as a mapping of the largest ones only (in terms of revenues generated in the
specific vertical).
Industry-specific IT vendors are excluded from this study because they rarely
reach the size of the companies herewith profiled and because their
go-to-market strategy is not comparable with that of global vendors addressing
multiple industries. Also, since the geographical scope of the analysis is
Western Europe, Government Insights recognizes that the mapping would be
different if done on a countryby- country basis, both because the vendors
mapped in this study have different positioning by country, and because on a
country basis other ICT companies would rank at the top; for instance telecom
service providers and their IT services arms should be included.
The methodology used to produce this study has principally focused on the following elements:
- Individual interviews with the IT vendors
- Existing IDC resources on analysis of these vendors
- Extensive and continuous desk-based research
- Documentation from analyst briefings, conferences, and press releases
- To make the government industry analysis comparable across the top IT
vendors, IDC has standardized on its existing vertical market definitions
