Mobile operators entered the WiFi public-access market with a large handicap: their previous intentions in the 2.5G and 3G mobile-data environments. In Europe, there has been an epidemic of outrageous licensing agreements, and while the situation in the US has not been as bad, the sums of money being invested to build the new mobile networks are nonetheless enormous. Consequently, many operators initially shied away from investing in WiFi because it was thought to poach revenue from the mobile products. This fear was only exacerbated by the realization that the WiFi would mainly cut into the highest-value areas that mobile operators were counting on for the bulk of their revenue.

The perception among mobile operators that WiFi was harmful eventually dissipated, however. For example, mobile operator T-Mobile is now starting to move full-force into public-access WiFi, bringing their considerable financial and technical muscle, large customer base, and acquisition machines to the growing WiFi market.
