Increasing population, motorisation and urbanization has prompted governments
to invest in new technologies to more intelligently optimise the flow of
vehicle traffic on their road networks. Traffic congestion costs the world
economy billions of dollars annually in reduced trade, increased travel time,
air pollution and fuel consumption. This increases the need to collect more
data about the situation on the roads in order to more efficiently manage and
anticipate high road-user demand. The success of ANPR in the police and
homeland security sectors has helped the technology expand into the areas of
traffic violation detection, tolling and congestion charging, access control
