Abstract
FOUR US INDUSTRY ASSOCIATIONS HAVE CRITICISED US GOVERNMENT PLANS TO MONITOR IMPORTS OF CLOTHING FROM CHINA
Four US industry associations which represent the interests of US clothing
importers and retailers have criticised plans by the US government to monitor
imports of apparel from China. The associations are the American Apparel &
Footwear Association (AAFA), the National Retail Federation (NRF), the Retail
Industry Leaders Association (RILA), and the United States Association of
Importers of Textiles and Apparel (USA-ITA).
The plans for the new monitoring programme have been outlined in a report
published by the US House of Representatives Committee on Appropriations.
The terms of the proposed new monitoring programme are similar to the terms of
an existing programme which is currently in operation on imports of clothing
from Vietnam.
The new programme involves the inspection of apparel shipments at US customs
in order to ensure that items of imported clothing are being sold in the US
market at fair prices - rather than below market prices.
The associations have stated that a programme for monitoring Chinese imports
would have “significant implications to trade” and would
“micromanage trade by encouraging the movement of sourcing to other
countries with no gain to the USA”.
