This IDC report is the third in a five-part series on the ICT Ecology Cycle. It spotlights policy approaches to tackling the digital divide, by offering a policy toolbox to guide governments as they implement digital inclusion strategies, with a particular focus on digital inclusion concerns and efforts during Phase 2 of the Ecology Cycle.
