Abstract

This IDC study is the second in a five-part series on the ICT ecology cycle. The report discusses how governments can implement connectivity initiatives holistically and with due consideration to digital inclusion objectives during Phase 1 of the ecology cycle, drawing on best-practice models and case studies from the Asia/Pacific (Excluding Japan) region. The study also broadens the discourse to look at how governments in emerging economies can optimize universal service (US) or universal access (UA) policies as they roll out connectivity initiatives.

"As ICTs spread rapidly but also unevenly, there is growing recognition that old approaches to improving connectivity by simply building infrastructure are insufficient. Governments and their partners must focus not just on offering an access infrastructure but on building inclusive digital communities, where inclusion is measured by how far ICT reaches and benefits the most disadvantaged segments of a community," says Fiona Kanagasingam, senior market analyst with Government Insights, an IDC company.
